Wife and husband buy a home and both are on a VA Loan.
Her husband, the veteran, passes away and now the wife would like to refinance the house using a VA loan and would like to consolidate some of her debt.
Question: Is she allowed to utilize a cash out VA loan program OR is she only permitted to do a rate and term refinance?
